A nuisance is status assignment, given to a particular behavior activity or situation usually through local statute.

Agnes and Ogden live at the end of a quiet residential street. Their neighbor's son, Ralph, recently graduated from a local trade school with a certificate in auto-body repair. The windows vibrate continually. Even the dog has developed an anxiety disorder. Ralph's work creates a nuisance for the neighborhood.
